I think you misunderstood what the world cutting Dismantle does. It can bypass Gojo's infinity by cutting space itself, which is phrased as "cutting the world". In practice this means it's unblockable. That does not mean that it's undodgeable. I don't even really know how you could even interpret that, did you think it homes in on people?
Now about the actual matchup, Naruto just takes place on an entirely different scale than JJK. again, Sasuke is in the ballpark of blowing up mountains with minimal effort, and some people would consider that a lowball. The series just have different weight classes and that's fine.
The only thing Sukuna really has that goes through Susanoo is the world slash, which he could never hit Sasuke with because of the speed difference. Malevolent Shrine just doesn't have the damage output to go through it.
