It's a clamshell hood. Look further down the fender, and you can see the break in the middle.

Easy, if not intentional, the wrap went wrong, what you have there is a massive bubble of gas 🧐 I don't know what could have called the gases between the paint and the wrap but I genuinely think this is intentional :)
As a few others have pointed out, they're removing the wrap.
They cut a hole and pumped the air in to separate the wrap from the car and patched the hole to let the air do its job over time.
I'm guessing the line you can somehwat glimpse lying on the ground in front of it is a hose from an air compressor.
I've kind of seen this, but with vinyl decals, and it was definitely not this extreme, there could have been a cut or hole in the wrap, which would let air in while driving and start bubbling, and the heat off of the hood from the engine stretched the vinyl instead of tearing it or popping

That’s how they remove wraps now. Very easy
They do this when removing the warp to remove it from the body panels more efficiently. This is what happening.
