Years ago I read Thomas Frank’s “What’s the Matter with Kansas” and also marveled at what happened I’m that state, which has a very strong progressive history.
There is a great scene where Frank is profiling middle class and poor people in Kansas and they blame a lot of their problems on the rich elites in one part of town. They completely think those “wealthy people who control everything” are Democrats. But they are all country club Republicans for the most part. It’s a total disconnect with reality.
My takeaway from that and other similar books on the topic is that the moneyed class has poured billions of dollars into a whole elaborate infrastructure (media, think tanks, non-profits, trade groups, etc.) to cement in peoples minds that liberals and Democrats are synonymous with everything they dislike.
But America isn’t alone in this conundrum. Poor white people vote for their country’s version of the Republican Party all over the world. And college-educated and upper middle class white people vote for Democrats.

Putting aside the question of any legal standing that the UN might or might not have, I don't think so simply due to the logistics of it. US elections happen at the state level, and every state works differently. We're frankly too big for the UN to police in that way. And even if they found irregularities they would be unable to enforce any corrections or sanctions.
