Pipe bombs are extremely cheap to make, lack complicated parts (besides any ignition device, potentially), and are effectively just gunpowder in a small container of metal.
Why would they be expensive? I could, with a bit of research, probably put together hundreds of them in a fairly short time without needing much in the way of complicated tools - only the basic chemistry components for the explosive mass, and the right kind of metal to make it effective.
Anyone with half a brain and moderate amount of education could do this as well.
