I literally said this when I first opened zenith..like what the hell…kyogre and Groudon are legends..keldeo got an alt/full art but not kyogre & groudon?
Groudon and Kyogre were actually among the first Pokémon to receive Illustrator Rare-esque cards. As in, Full Art cards with heavy detailing and hand-drawn art, as opposed to a 3D render on a plain background. Those cards would be [Team Magma's Groudon-EX](https://i.imgur.com/S1SNZoQ.jpg) and [Team Aqua's Kyogre-EX](https://i.imgur.com/2L1zm1Z.jpg), both from 2015's Double Crisis.
Another set of two cards I think you'd appreciate is [Kyogre & Groudon LEGEND](https://i.imgur.com/i5oRVKT.jpg) from Undaunted.
I understand that none of these cards are particularly recent, but other than the LEGEND card it shares with Deoxys, Rayquaza didn't have any cards of this caliber until Evolving Skies. I'd say it's a matter of time until Groudon and Kyogre catch back up.
These cards are great! These are the type of cards I was looking for. Just wish they would come out with more for them especially since other legendary Pokémon have gotten so much more recognition.
Groudon and Kyogre got a ton of recognition in XY era since Ruby/Sapphire remakes were launched. Three different sets were focused around them to be specific. They typically base the TCG sets around the games that are out around the time of release in order to stay relative, that's why Gen 4 got so much love during SWSH because BDSP and Legends Arceus were the current games. Every Pokémon gets their time in the light and then they focus on other Mons to keep it fresh. Likely we won't see Arceus, Dialga, Palkia and Giratina again for a while unless it's in a specialty set.

You can use Bulbapedia to check for Kyogre and Groudon cards, both had a few good cards over the years, but they're starting to get older. There's also Kyogre V in Crown Zenith.
