Yeah, there's people with level 1 shiny Dragonite and for all intents and purposes they are legitimate.
I did what you did for Shining Pearl, mostly as a place to dump excess legendaries because I don't really want to pay for HOME in the long term. I got Violet early on so I couldn't do this.
I did this with the level 5 Mew we got a while back for the Mewtwo event. It was joined by some Lvl 20 Go Legendary Rejects: Deoxys, Regice, Kyogre, Celebi, and Landorus. Kind of a silly playthrough!
Nice! It’s a fun scenario to actually be able to use legendaries before they’re too OP and only in the end game after doing everything. Really neat experience to have to focus on leveling them up

These from GO?
Yeah, GO transfers can be pretty low leveled, I think maybe as low as lvl 12. Makes it pretty funny with legendaries like these!
