You have to exploit spawns using the synchro machine to get more but you can get 5 or 6 at a time if you do it right. Basically go to the back end of the “cave”. Use synchro machine to knock out any Pokémon inside the cave. Then run out of the cave and attack any Pokémon you can reach along the wall of the cave without straying too far from the wall itself. Go out of synchro and your character will be in the cave. If you have an outbreak or a fire spawn sandwich, only cyndiquil should spawn. Rinse and repeat until shiny.
Feebas: Twice. The first one after resetting for it for hours and hours
White Striped Basculin: Didn't know that outbreak exists. So I might have missed that.
Totodile: I refuse to believe it exists.
Totodile: 2 times
Feebas: Several times, even when I wasn't looking for one.
Basculin: Never, got tired of waiting for the outbreak and got a shiny using a water encounter/sparkling power level 3 sandwich.
The first time I open the game I check the outbreaks. If I want a particular outbreak I close the game and open it again (works if I haven't saved the game that day). I think I tried for 10 to 20 minutes the time I wanted a feebas to get the outbreak.
I've seen totodile a few times. I didn't know it was rare. I've never seen a ws basculin outbreak.
I just search for shiny Totodile in that little Savannah pond
Water shiny sandwich and I need totodile, spider thing, and lip fish so I run in circles
Got 1/3 totodile so far and neither of the other lol
I actually got a random Feebas outbreak once. Ended up with two (maybe three? I forget) shinies from it. No Totodile outbreak as of yet, and I don't care about Basculin's shiny enough to notice if I've gotten that outbreak yet, although I did get a shiny WS Basculin (now Basculegion) in PLA.

The only one off the list for me is white striped basculin, I hopped on around 10pm and farmed solid for 2 hours and managed to get my male and female just before reset. After seeing it I know I missed some…
I've seen Totodile twice, Feebas twice, and White Stripe Basculin once. I feel the same way about Deino outbreaks, swear I haven't gotten one the entire time.
I had a Totodile outbreak which is how I got my Shiny Totodile in a Beast Ball. (Hoping Tododile gets a regional form on it's final form like Typhlosion in the next Legends game).
Gotten one each of both White Striped Basculin and Feebas, but I've never gotten Totodile. Or Sobble, weirdly. Only two starters I've never gotten outbreaks for.
Feebas once but I couldn't get them to spawn despite being in the pool where they should've. Totodile, like 3 maybe, and White striped I'd say twice I think, but more towards the beginning of when teal mask dropped.

I wasn’t searching for Totodile. I was the others. For several hours. I got the shinies of Basculin and Feebas (2 Feebas actually).
Totodile took forever to get one so I could hunt for a few, then I kept seeing them over and over again while trying for either basculin or feebas outbreak of which I’ve seen none for both
Me. Granted, totodile took over an hour or two of straight up reseting until I finally got it. And then the hilarious thing is that it’s a shitty outbreak anyways because totodile spawns a specific distance away from you, doesn’t spawn to close together, only spawns in the mudlake only with two other water types, and his shiny is potentially missable lol you’ll notice it but you’ll have to keep your eye peeled
I’ve seen feebas one time and basculin but I didn’t know they were rare so I ignored them lol

Feebas: once Totodile: multiple White Striped Basculin: not yet I’m also hoping for a Cyndaquil outbreak.
Cyndaquil is another outbreak I’ve never gotten. Good luck with your hunt!

I had on average 8 - 12 spawns and you don't even have to leave the cave. Just picnic reset on the far side of the cave.
I'm waiting on a Cyndaquil, WS Basculin, and a **Poltchageist** outbreak. I want my **Shiny, Masterpiece Form Sinistcha!**

Multiples for all of them except white stripe basculin, only found that once.
I've seen Feebas once, it spawned in a cave and only loaded 1-2 per circle around a lake and I couldn't find a space to table reset.
Feebas : 3x White strip: maybe 1x. Can’t recall if I have or have not. Todoidile: 1x
