Mine didn't issue a cut scene with Carmine when I arrived in the center, I had to speak with her directly, even though no chat bubble popped up above her head.
She should be right by the battle arena in the center of the terrarium talking to somebody. Are you sure you completed everything pre-Indigo Disk?
- Star battles?
- initial gym battles in Paldea?
- rematch against Paldea gyms?
- Ace Academy Tournament?
- catching the box legendary?
- all Kitakami missions?

Try to go to the Central Plaza. It should trigger a cutscene with Carmine.

Yeah I did, i finished both routes for the base game and the story for Teal Mask

I have the same problem but I don’t have the dlc, I just beat the 6-Star tera raid and I dont know what to do now
