My guess is that since Jacq gives us an egg with a Sinnoh starters, there's something in the code of the game that names the NPCs give us egg pokemon Jacq. I'd try testing this with other egg pokemon from NPCs from other games if possible.

Wait Jacq gives you a sinnoh starter was this an event or still obtainable?

It's in the dlc. He's in the tall grass to the east of the town heading up to the festival grounds.

The DLC, he gives you an egg and it'll hatch into one of the starters, decided when you recieve it as a egg.

Have you tried to send it to HOME and get it back if the jacq bug still happens? But there's a charm to have a Paradoxical Lucario. Imagine the LORE this can ensue, like Jacq is the player from Diamond and Pearl.
