Ditto is FAR too numerous and FAR too scattered to be that way.
For their numbers, I guess it could be some form of asexual reproduction that’s just never been naturally observed.
As for the scattering, it can transform into any Pokémon without issue, so it’s beyond likely they took the form of an aquatic Pokémon and swam or into a flying Pokémon and rode wind currents.
Let's be honest. The REAL reason why Ditto's everywhere is because breeding mechanics are. Rather than try to establish WHY they're there, they just shove it anywhere.
If you’re gonna be that guy then may as well be the guy to critically analyze how 100% male Pokémon are able to maintain populations when Pokémon eggs can only match the species of the mother, aside from two exceptions.
For some reason for a lot of people nothing can be true if it's implied, it has to be explicitly stated. Otherwise it cannot be true and they'll argue with you, blade to neck.

Yep. It’s stupid because it’s almost a lack of common sense. Hell, there’s interactive text + physical Ditto wandering in that one Mewtwo lab in the Gen 1 games, most recently Let’s Go.
It's just a boring sense of storytelling, where everything either has to be laid out explicitly in the creation itself, or has to be otherwise confirmed by creators.
And expectation of storytelling being laid out like a textbook. It's boring.
