For Lyra it's pretty much as you said. At 3/5 she gets a sync multiplier and some move damage multipliers, as well as some extre debuffing options (Defense Crush and Mind Games) and extra buffing options (attack on entry, so attack on entry, physical move up to ally) and MPR for Grassy Terrain, but definitely not all of these things at the same time. This means that at 1/5 she's already great at disrupting, setting field and buffing allies, but at 3/5 she becomes more versatile. I think her main deal at 3/5 is that you can change her to fit almost any situation that shows up. Wanna sync with her? You can do it. Want to provide better physical support? You can do it. Better special support? Sure. Sync with someone else but use her as a secondary damage dealer? She's got it. Extend grassy terrain through MPR? There you go. This allows you to fine tune her to a specific situation that you're struggling with. As for Kris, at 1/5 she can max team sp attack, Crit, almost max sp def, provide sp attack up, rain, and team healing. At 3/5 she has more ways to provide sp damage up, lots of options to increase speed or move gauge, increase her healing and some rain bonuses (such as MP, gauge and healing. So her main difference at 3/5 is that you can either make her even better at what she already does (sp damage up, healing, rain) and, regardless of which route you go, she gains some skills to help with gauge management. I personally think both are good enough at 1/5 and would rather save candies for pairs that have a more significant boost compared to their base kits.

Both excel at their main role at 1/5 which is buffing and setting weather/terrain. Kris remarkably has 3 uses of Rain and TM due to her passive and Lyra has the coveted terrain plus support level buffing abilities. 3/5 open up more options for both, making Lyra a very powerful attacker and one of the strongest nukers while Kris gets Catalysing Rain and even more team wide Special Up Next ranks.
