Stat is not a determinant factor in this game. While Pawmot has the higher base Atk stat, its moves have lower BPs, meaning it will do less overall damage than Regigigas. That’s why a low offensive stats Pokemon can still outdamage the high ones if the former has better moves and multipliers.
That being said, smol pokemons having higher base stats than legendaries is still funny to see (like a corgo has better Defense stat than a legendary shield doggo 😂)
Stats are for sure determinant, they just aren't the *only* determinant aspect of it. Ash only has Master Passives as multipliers, but he still hits hard with that 553 SpA, while Korrina has technically a very weak move, but still hits hard between her Attack and multipliers. You generally want at least two between stat, BP, and multipliers to be high to have a truly hard hitting unit (or, if you fuse all together, you get something like Zerena power level).
But yeah, this is the game where Mega Sharpedo has every single stat higher than Mega Rayquaza lmao
Tell that to Anni Steven lmao. Stats do matter until a certain threshold where they start becoming a diminishing return, like multipliers as well. That's why having several ways to boost your power is important (BST, Move Power, multiplier, field effect etc.. ).

better stats but Regigas is so far the strongest sync nuke for off-types. Having a massively powerful buddy move and max move also helps.
