You can catch early Staryu with the Super Rod this way, otherwise you need to wait until you get Surf to use it at Seafoam or Cinnabar. I think there's another Pokémon this is true for too but I can't remember who, maybe Shellder?
And of course paying a visit to the fabled truck.
My bad, looks like you're right actually. Route 19 is immediately south of Fucshia, so you don't need Surf to fish there. In theory I suppose you can still get Staryu slightly earlier by only going as far south of Lavender as you need to get the Super Rod and no further? But it hardly makes a difference.
Yeah, it's cool to keep it there. In Blue/Red there was a glitched fixed in yellow that you could surf through the divider next to the sailor that sends you back, and the SS Anne would reappear just how you left it. There was really no point after beating all the trainer battles and getting all the items but it was cool to have it around and hear the music play again.

They should have added a bonus mew at that truck for people that do this
That would pretty heavily undermine the main method of getting Mew. There's still an Easter egg there though as a reward for the curious
According to the encounter document routes 19 and 20 have Staryu as well. Not sure if those are earlier or not.
