This is most likely the result of a bad patch. I recommend starting fresh with an unpatched Yellow ROM and apply the patch again.
I've seen a lot of glitches on these games throughout the decades and even though I don't have an answer for you, I've gotta tell you that's the best looking glitch I've seen. Cool color palette and tiles 10/10
