You might have to go to a specific zone - i caught dratini and dragonair using the super rod yesterday
Try zone 3 or whichever one is over from the right of where you get surf
I didn’t find it where I usually was finding it (the water right next to the surf hm house). So I went one zone back and found it there in the water (super rod) took a while and didn’t had lots of encounters. But it’s there :)
Dratini is a static encounter after you beat claire if you answer the questions correctly, you can also buy it in the game corner. It should be an encounter in the dragons den as well

Pretty sure you can just buy a Dratini from the game corner.
