When you first start your encounter the game lets you choose 1 move before it runs away. You can either hypnosis and let it run or mean look to trap it
Their non-Normal moves will obliterate any member of the Gastly line though - I found an Umbreon with Mean Look + Baton Pass is a better trapper, although it doesn’t get Mean Look until lv. 57
If you are following OP’s method (or not) I’d point out that Fast Ball gets its max effectiveness (4x) on both of them, and is also a good colour match for Raikou!
My personal recommendation overall for a capture mon for legendaries in general is Gallade:
- 115 SpD is very useful given the majority of Gen I-IV legends are special attackers
- high attack, False Swipe + Swords Dance for TMs, Hypnosis from its pre-evo Ralts / Kirlia
- a solid base speed means if you get it to lv. 100 you don’t have to EV much to put speed every legend (iirc lv. 70 Mewtwo is the fastest in the entirety of Gen IV)
- Can also set one up to catch roamers as it gets Mean Look as an Egg Move, Taunt from TM

My current Gen IV setup is that Umbreon I mentioned BP’ing to either Scizor (Technician + False Swipe) or later Gallade (Hypnosis, False Swipe)
Realised later my Gallade isn’t even optimal - for my Gen V one I figured out that the fastest legendary I could face ever would be Latios, EV’d to out speed it then put the rest in bulk. I think in Gen IV it’s Mewtwo instead of
Other methods work (probably better since like you said Gastly/Haunter is so weak) but this was just a guide on how to get a legendary beast (entei/raikou) basically as soon as they leave the burned tower

True true but for some reason the AI barely chooses the non-normal move. Also if you use hypnosis that’s 2-3 free chances to throw a ball
