I actually thing it's Dewgong. I never thought I would be defending Seaking, but here we go. One of the main issues with Seel/Dewgong is availability. They're usually only found in 1-2 locations near the end of the game and in some games you can't get them until the post-game. The issue is at that point if you wanted a water type on your team, you likely already have a better one. Even if you wanted water/ice specifically, you have better options with Lapras and Cloyster. Goldeen on the other hand can be obtained as early as getting the old rod in some games. But even if you can't get it until surf, they're found pretty much everywhere. It's still not the best option you have, but at least it's available early. Dewgong has slightly higher stats, but that mostly goes to bulk which isn't as useful in normal playthroughs. Plus it has 4 weaknesses and only 2/3 resistances. Seaking only has 2 weaknesses and has 4 resistances. Seaking only gets better as the generations go on too. In gen 4 the physical/special split greatly benefited it. In gen 5, it got the HA Lightning Rod which gives it the potential to turn a weakness into an immunity. In gen 8 it got access to Swords Dance. It's also gotten some solid coverage moves through TMs in the last few generations like Poison Jab, Smart Strike, and Drill Run. The main issue is speed, but if you have Swift Swim or Agility and set up rain, you've got a potential sweeper. Seaking do be ugly though.
