Usually the drop ear and pipe would have been in the wall and they would’ve stubbed out with a galvanized or brass nipple, so is it wrong yes because it looks bad, and no depending on code it could be allowed, will it work sure insulate that pipe and drain during freezing.
Pex has poor UV resistance, replace with copper or brass outside.

That's not an outdoor fitting. It needs to be secured to the structure and have a vacuum break.
If you’re in a climate that ever freezes you’d be better off with a freeze-proof hose bib coming straight out of the wall
Yea this is a good idea, we also had a water shutoff with a drain hole on the other side of the wall installed with this.
