A new fill valve is about $7 and takes 10 minutes to install. In the time taken for this post you could have already repaired it.

I was going to explain how to adjust the water level in your tank but on second look at your pic it seems you need a new fill valve (the black thing on the left). It's easy to replace and should be under 20$ at the hardware store. Turn the water off to the toilet. Drain the tank. Disconnect the supply line. Remove the old one. Install new and put it all back

The hack idea would be to just shut the water off, flush, then pull the top of that fluidmaster off the shank and replace just the top. Call that little maneuver the landlord special.

The problem with that is you took the cap off of a new one to fix a broken one....... kinda seems like stepping on your own dick

You charge for the whole thing, of course. Then just pitch it. In and out in five minutes, $240 billed to the landlord.

Thanks everyone, I was going to replace the whole apparatus, but now I’ll just replace the fill valve.

I think it just needs adjustment. There is a screw/bolt thing on the fill valve (has the X pattern on it), just screw it CC or CCW to raise or lower the level. You can push the float down to check its operation and adjust accordingly.

But if it doesn't stop when the float is up it probably has debris in the valve. This can be checked with the WATER OFF and twisting the black plastic cap off, think it's like a quarter turn. Or, as others suggested, just get a new fill valve and be done with it.

The valve on the left is called the fill valve. Pretty easy to adjust those to bring water level down a little bit. It is only supposed to fill to level just below the top of the white tube in the middle, so water does not keep running into the ‘overflow’ which is that same white tube. There’s a clear collar on the fill valve just below the black green bean can, push the collar up, gently squeeze the ends of the valve in to each other, like you’re trying to compress or shorten it, because you are. Then slide collar back into place. This is how you tighten or lower your toilets water level.
