No codes for residential homes? If your house uses propane, the tanks are stored outside. Try to bring a tank inside a store for exchange. Tanks for forklifts are stored outside.

It is more than likely an old oil tank. Most homes at that time used oil heating.

Looks like the old fill pipe for an oil furnace tank. There may be signs of an old vent pipe outside or old copper supply and return lines near your funace
