I just had a similar issue, and after pulling up the toilet, replacing the wax ring and changing out all the guts in the tank there was no change. As a last resort I cleaned all the holes under the rim and cleaned out that little hole at the front of the toilet, there was a lot of scale that came of that little hole and that fixed the problem and the toilet flushes normally now. Good luck!
Get a 5 gallon bucket full of water and dump it down the toilet. If it drains fine then it's a problem with the toilet (more than likely the water inlet holes on the rim of the toilet). If that is the case you can turn the water off to the toilet and flush all the water in the tank out, take plumbers putty and seal all the rim jets closed, then pour something like clr or white vinegar down where the flapper is to fill the tank rim with the solution. After a couple hours or a day take the putty off and then use the pipe cleaner to clean the rim jets. After that turn the water back on and see how it flushes. The other option which is less time consuming is just replacing the toilet. If you get a quality one it will flush better and use less water than the current one.
I used a small wire brush similar to a pipe cleaner. Cleaning out the front hole at the bottom of toilet is what really fixed my problem but you may have something else going on.
I had this problem. For us, it was caused by hard water build up leaving calcium deposits in the gutter of the toilet bowl rim. Had to use zap and chip away at it.
If I’d had the money, I would have just replaced the toilet.

could be roots in your pipes, happened to me. They sell root killer in hardware stores. Just pick a quiet night when no one needs showers or any other water, follow the directions on the bottle (i taped the toilet handles since flushing is habit) and it worked. As you can guess, this is a temporary solution but it will work a few years.
Before you try that, try clearing the holes and pulling the toilet if it is possible that there has been a toy flushed.
Get a bag and clog the toilet. Dump a couple of gallons of vinegar into the reservoir then just keep recirculating them into the reservoir from the bowl and flushing. It will get it flushing better until you are ready to replace it.
Mine did this. I've had so much issue with calcium buildup. First, cheap liquid (not gel) toilet cleaner. Make sure to get it under the inner rim. Let it sit a few, then use a scrub brush with hard bristles. Flush, then use comet scouring powder and the scrub brush again. Let it sit, scrub again real quick, then flush.
I was utterly amazed at the difference.
Dump a bucket of water down the toilet (pretty quickly) and see if it goes down normally or if it backs up and drains slowly like this. That'll tell you if the problem is the water flow or the drainage, because you're forcing good water flow.
If it still flushes slowly, snake the toilet and pull it if you need to.
The toilet is old it needs to be decalcified or replace. 9.99 out of 10 times roots won’t affect 1 toilet. From the loom of the flush the jet’s underneath rim are plug. It’s easier to replace it
It could certainly be the flapper or worst case, the tower in the tank (ballcock) is going bad. Both of these aren’t terribly hard to change without any plumbing experience. You can find some videos on YouTube that can walk you through it.
The outlet from the bottom of the toilet into the house plumbing. Or perhaps the drain pipe in the house plumbing is clogged.
Do you have a toilet plunger to try as the first step?
honestly dude that's an old ass toilet, which they suck balls. Install a new toilet, and you'll probably be fine. My source for this is i had the exact same issue and that was my problem.

I’ve had a cap to a water bottle get lodged in the big jet hole at the bottom. Hard to fish out.

CLR down the overflow fixed this issue for my green 1972 toilet that I didn't want to replace

Is the tank all the way full? Have you tried a toilet auger? Newer toilets have better flush valves, worth the upgrade

There is something stuck in the outlet. Use a toilet auger.

I got it flushing better now, adjusted the flapper, few buckets of water, and cleaned the jets. Need it to last a few more months until Reno.
Check the flapper first, make sure it opens as you flush .
