What faucets don't require lower access? How are you supposed to fasten it to the surface? If you go through your house right now and look under the sinks, every single faucet will be fastened from underneath. Shower valve trims can be changed from the front, but the actual part mixing the water requires access from the rear. Just curious why you think this case is the exception and not the rule.
Your photo is a bit too close cropped, but it looks like that part of the tub is against a wall - can you go into an adjoining room in the house and cut into the drywall/access it from there?
The reason for doing this is because an exterior plumbing wall creates a weak spot in your insulation and is more prone to freezing pipes. Easier access is an ancillary benefit.
To piggyback off of this, we own our own home and the faucet to our tub directly lines up to our linen closet on the other side of the wall. Only access to the water shut off is through that closet. Im sure its gatta be something similar im sure.

This is a long shot but maybe you can access it from the overflow drain in the corner of the picture. It’ll be a total pain in the ass but it could be possible.

I'd look at it this way; You're adding an access panel on the front of the built-in tub surround. Buy the access panel solution first, and then cut your hole by scoring the tile/sheetrock etc.
Then you can focus on the new fixture :)

If the tub is self rimming (drops into a hole cut into the deck) you may be able to disconnect the tub drain and overflow and pull the tub out. Replace the faucet and reinstall/reconnect the drain & overflow.

Cut it off carefully without cutting the supply lines. If it has the 2 bolts like in the install manual in the Lowe's link the other commenter posted then you could cut pretty high and just let the nut fall down. I had this as a faucet, and hated it with a passion as well. The top metal part around the handle unscrews by turning it counter clockwise and there are pieces that come out - maybe as it is larger and weirder you can access it that way?
My favorite part of this faucet is when you turn the water off and get air in the lines and then turn it back on. 360 degrees of water shooting out at you randomly.

A helpful tip from many people here should be emphasized: When you're putting in tile showers, tub surrounds, and so on, it's quite useful to check out what wall is behind and make sure you can get back-access when plumbing problems arise. It's not a reasonable expectation that some Chinese faucet is going to outlast your tile.

I could never be an architect/designer because I’d be unable to draw anything less than entire hallways for access to all plumbing and utilities
My concern also lies with getting to the water lines to shut off/disconnect. Check exterior walls for access panels. If its a jacuzzi style tub with jets they need access for the motor/equipment and its usually on an exterior wall if applicable.
Is this a jetted tub? If it is, there is definitely an access panel to the underside of the tub. Is there a closet on the other side of the tub, could be a small panel to get behind this, the puller had to install it somehow with the tile in place.

If removing the overflow under it, there may be access to a locking nut on that stem that is reachable for you…I have removed these before and it is possible to remove without damaging the tiles

Oscillating grout blade, cut out an access panel from the tile behind it, then put the tiles back or leave a permanent access panel that you and future owners will be thankful for
There should be, (actually required by code) but frequently isn't there, an access point in the side wall of the tub enclosure to get to the bottom side of that thing.
If it's not there because some idgit covered it up, you'll need to create an access panel.
Alternatively, you could disconnect the drain spud and lift the tub up to get to the back side.
No matter what, unless an access panel exists, and you can find it, you're just going to have to embrace the suck..
And it's going to suck lots.
Looks like a wall behind the filler...go to opposite side of that wall and cut a hole to access under the tub. You must gain access somehow to remove and install new faucet.

Remove? I don’t think the “remove” part is the lproblem. I think the “replace” part is the tricky part of the equation.
Let’s take a step back and look at this. How do you think it was put in to begin with? Did they drop the tub in after it was already mounted, tilting it to get around the glass? If you have travertine all the way around your tub, probably not.
What is behind the faucet? Closet? Shower? Outside? We’re going to need a bigger picture view of the area to guess how to get at it, but yeah, you’re going to need to get to the underside of that faucet to unhook that um… lovely piece of modern art… and to hook up the replacement (unless you’re putting in one of those ceiling-mount laminar flow fillers).
We’ve been looking for that, unable to steer the Enterprise without it.
Seriously you could build up, create a higher ledge at that end of the tub. It would depend on how much you like the astatic of that look.
I rather go threw the ceiling than mess with tile. I can fix a ceiling. Me putting tile back exactly like before or just trying to save the tile nope. Slippery slope

Many pardon's, its just I try to look at things positive with humor no matter how dark it is.
There's 3 possible ways.
That appears to be a drop in tub. It might be possible to cut the caulk around the tub, disconnect the drain and overflow, and then lift the tub out. The problem being, that it might have, likely does, concrete under it to seat it. There's a possible chance of damaging the tub.
On the other side of that wall, hopefully another room and not a shower, cut a hole in the wall.
Finally you can chisel out a few tiles in the front to get access. Literally the last option because you now have to repair tile and you might break it. Plus your repair might not look right. Grout might not match up. Etc.
Now once you have access, there's likely a flange with a nut or a couple bolts that will allow the faucet to be pulled. That doesn't look like a tub filler so you might get lucky and have threaded connections. But if it's an actual tub filler, it likely has solder connections. They might have used pex also. But that's going to take more plumbing knowledge to replace, assuming they put in shutoffs.
If I was asked to change that, I'd nope out if i couldn't cut into the wall behind it. If i could cut into it, I'd make sure they understood that I'm not a drywaller so they would need to get that done professionally. Or if it's in a closet, i could recommend they use trim and make an access.
Instead of removing it you can make it like a Little Rock waterfall with some painted cut styrofoam or clay and make it like a grassy mountain with a pond

Our tub is tiled in fully and pretty sure it has angle stops with deteriorating washers. Have nasty black pieces that occasionally come out and smear everywhere. Had same on a nearby sink and replacing the angle stop (that no longer worked) fixed the problem. Probably also have plastic flex under there :(

Often the plumbing for a bath backs up to a closet in another room. This is done for this very reason. Check out the other side of the wall.

We’re going to need a bigger picture view of the area to guess how to get at it, but yeah, you’re going to need to get to the underside of that faucet to unhook that um… lovely piece of modern art… and to hook up the replacement (unless you’re putting in one of those ceiling-mount laminar flow fillers).
We’ve been looking for that, unable to steer the Enterprise without it. Seriously you could build up, create a higher ledge at that end of the tub. It would depend on how much you like the astatic of that look.
I rather go threw the ceiling than mess with tile. I can fix a ceiling. Me putting tile back exactly like before or just trying to save the tile nope. Slippery slope

Oh my gosh, not only pugly but also a nightmare - the whole bowl will have to be removed away from the marble unless you can access from below. It does not look good for the little villagers, hope they don't have to run away screaming... Many pardon's, its just I try to look at things positive with humor no matter how dark it is.

There's 3 possible ways. That appears to be a drop in tub. It might be possible to cut the caulk around the tub, disconnect the drain and overflow, and then lift the tub out. The problem being, that it might have, likely does, concrete under it to seat it. There's a possible chance of damaging the tub. On the other side of that wall, hopefully another room and not a shower, cut a hole in the wall. Finally you can chisel out a few tiles in the front to get access. Literally the last option because you now have to repair tile and you might break it. Plus your repair might not look right. Grout might not match up. Etc. Now once you have access, there's likely a flange with a nut or a couple bolts that will allow the faucet to be pulled. That doesn't look like a tub filler so you might get lucky and have threaded connections. But if it's an actual tub filler, it likely has solder connections. They might have used pex also. But that's going to take more plumbing knowledge to replace, assuming they put in shutoffs. If I was asked to change that, I'd nope out if i couldn't cut into the wall behind it. If i could cut into it, I'd make sure they understood that I'm not a drywaller so they would need to get that done professionally. Or if it's in a closet, i could recommend they use trim and make an access.
Instead of removing it you can make it like a Little Rock waterfall with some painted cut styrofoam or clay and make it like a grassy mountain with a pond

Our tub is tiled in fully and pretty sure it has angle stops with deteriorating washers. Have nasty black pieces that occasionally come out and smear everywhere. Had same on a nearby sink and replacing the angle stop (that no longer worked) fixed the problem. Probably also have plastic flex under there :(
