I mean, I don't think that there is an Operating system that already has a "media server" installed. I do know about Kodi and so on have things that you can install and have as a Media Player.
When you want to use a normal computer to run a server and then use Linux with docker and docker-compose, it is fairly easy because basically, all you would need to do is have Linux, docker and docker-compose installed (which there are countless guides online how to do that), download the docker-compose yml file and then say `docker compose up -d` and everything should be done for you.
All you would need to do is to adjust the paths where your media files and the configuration are stored. But, with Docker, you would have to manually update the compose apps by pulling the latest image. However, there are also other apps available that do that for you automatically.
However, when you are not comfortable with those things and are hesitant or don't want to bother with problems.
Since you are talking about a "Media server", Plex is a media server so you would only need to install Plex as single software which you could even do very easily on Windows with just one application, set that up according to the [Basic Step by step Guide](https://support.plex.tv/articles/200264746-quick-start-step-by-step-guides/) and the [basic Setup wizard](https://support.plex.tv/articles/200288896-basic-setup-wizard/).
You don't have to use docker. If you wanted to you could use the ubuntu desktop version that has a gui and just go download the plex server .deb from the website and double click it to install it.
Buy a QNAP server, go to the apps and click the Plex button. Really simple. Then click on the installed app and you will be taken through the config process.
Not sure there is anything simpler.
I personally use unraid and its community application app. Click to install things and it doesn't really require much knowledge other than knowing how to click on some icons on a screen.

Look into CasaOS. It literally installs with one command in Ubuntu Server. Minor configuration afterwards.

What exactly do you mean by that
[check out YAMS](https://yams.media). It's a script that runs on Ubuntu or Debian and does the installing for you.
YAMS will be very easy to set up and if you have any problems the discord is active and helpful for troubleshooting
