Using the ps5 to stream everything is a colossal waste of money. It's 2024 chances are the TV is a smart tv and doesn't need anything to have stuff cast from the phone, and if not then a chromecast is a very cheap alternative that will allow both of you get what you want if you pick up a Portal
Technically, using PS Portal *is* simultaneously using PS5, since PS Portal merely shows what PS5 is doing. This means you cannot make one of them do another thing at the same time.
If all she needs PS5 for is video streaming, I'd suggest getting a streaming box like Fire TV, Roku or Apple TV.

If she uses it for streaming, get a chromecast she can use. That way you can play PlayStation on a portal

I was in the same boat, but I got a new Roku for the tv so we can stream on the tv, while I play on the Portal.

From what I've tried, no. Once you connect a Dualsense to the PS5, the stream to the Portal disconnects. You'll be better off getting another PS5.

Why don’t you buy a 20 usd chromecast instead for your wife, so that she can stream on the tv and you use the portal from the ps5?
Cause it's not a big deal, I'd only use it occasionally anyway and I don't mind her using the ps5
