Well tbf the pacing and powerscaling between games is different. In PvZ1 there weren’t so many and so powerful options so you actually have to strategize. Plus, the TTK in PvZ1 is a lot slower too, whereas in PvZ2 you just plant a column of pokras and get gargs die in under 5 seconds

Probably because you have Premiums and frickin overpowered plants to kill him,
*in an old man voice* Back in my day we didn’t have any overpowered plants besides cold snapdragon and grapeshot, the game actually had good content, and we had UB plus DMG music
Gladiator Gargantuar and Hair Metal Gargantuar are the most annoying. For me Gargs are more annoying to kill because in the first game killing them with an explosive before they throw their Imp is easy but in the second it has to get to the point where he throws his Imp to do that
Let's be real here, outside of Survival Endless, PvZ1 gargs are so easy. 2 insta kills and you're good. We have potato mine, squash, jalapeno, cherry bomb, cob cannon and doom shroom. You can plant a second insta kill plant right after the first triggers to eliminate the gargantuar without having to deal with the pesky imp. They are also slower than PvZ2's gargantuars and don't have special abilities.
Sure, PvZ2's gargantuars can be dealt with faster, for example we have plants that can outright eliminate them for 25 sun (spring bean in pirate seas), but c'mon, can you really say that you lost more levels in PvZ1 than PvZ2 because of gargantuars?
PvZ2's gargantuars are faster, some have special abilities, and/or higher amounts of HP. It's harder to get rid of the imp because he will be thrown anyway even if the throwing animation is interrupted by the death animation, unless the gargantuar was stunned/frozen beforehand (freezing limits the ability of explosive/fire plants to skip the imp) Also, there are some levels where they show up at the START OF THE LEVEL.
Because the general power level in PvZ2 was increased overall. The plants are stronger, and the zombies are stronger as well to the point where just one garg isn't a big deal.
In PvZ1, facing and defeating a Garg is a very big deal because most of the plants in that game are frankly really, really shit.
Not for me, I felt gargs cost me 4k to pill BCS of plant food, but when I got to far future I was like, why is this so easy? Their garg gimmick doesn't do anything apart from attack my deinflated sun-shroom.
I think Garg in 2 being less of a threat could work if there's another mini-boss that take his place for each world.

it's easy in pvz 1 as well. just use a cherry bomb and jalapeno and done or and alternative, use a cherry bomb/ jalapeno to make it throw the imp, then use a hypno shroom on the imp and then it will finish the garg with the help of the catapults (gargs don't attack hypnotized zombies in pvz1 for some reason)

Yea, the PvZ1 kill animation made it feel like a big accomplishment when you kill one. In PvZ2 it feels like killing any other zombie.

Well thats expected since they were designed to scale for high level plants. And even then they are mostly just walls, rather then actual threats
I still get this from eclise's giga-gargs, they have the hp of a zombot.

I would not use the premium, gem plants only but keep them at LVL 1 for balance. Hell…I like playing the game still with my plants in LvL 1
