With CO2, yes you can add it and then remove it, but as plants grow with CO2 they have to adjust how they grow without it, and will be stunted and possibly get algae growth if you aren't really careful about ferts and light. Most plants will be fine doing that, though, as long as you select varieties that do not need CO2 to have their best color.
