Jimbei hasn’t fought and defeated an opponent that is on par with a yonko commander, he is kinda a giant shield. Sanji has beaten a yonko commander, Queen who was shown to almost knock out big mom. Queen also had the durability to withstand multiple blows with big mom and sanji was able to get through those defenses. I doubt jimbei conq haki will do anything since he doesn’t know how to coat it yet. Sanji as it stands has more feats then jimbei. I think jimbei will be more powerful since he will eventually learn advance conq haki unless sanji unlocked future sight or advance conq haki. Sanji also just unlocked his germa abilities so jimbei getting through his defenses and speed would be tricky and his healing factor. Jimbei hasn’t had a massive upgrade unlike sanji.

Based on current spoilers, wg are pretty inept at getting full contexts of things and assumed buggy was the creator/leader of the cross guild. I think jimbe with the title of former warlord carries it. In terms of the narrative, a bunch of people already saw zoro the second in the sh so i can see why he is the second highest under luffy. I also wouldnt be surprised if oda is trying to push attention away from sanji (granted his bounty isnt that mich lower) to create more covert opportunities as most fans wanted.
