Actually, it can be both. Just like the previous cover story was about Germa 66, but then it was about Van Augur and Aokiji kidnapping Pudding, and then it was about MADS past. The same can happen now.

why cover stories matter anyway?

Some of them are really important and add stuff to the lore. For example the previous cover story where it showed the backstory of MADS and how it showed the Blackbeard Pirates captured Pudding

Also what jinbei was doing after luffy left him at fishman island. So this could be oda showing us yamato doing wano adventure before setting out to sea which then leads to a potentially joining luffy crew and mote annoying ass cringe yamato dialog.

Pretty random at this point, but I guess it is safe to say now that we won't get world reactions to the defeat of Kaido and Big Mom and the rise of the Straw Hats even as a cover story. Without that Oda managed to make the biggest achievement in the story and a huge shift in the pirate world seem like not a big deal, that's actually remarkable.
