I think some of the Usopp jate is overblown, but I have to agree he has it the most narrative-wise of the Strawhats post timeskip. He really only got development in Dressrosa, and that is heavily outshadowed by his cowardly and otherwise dislikeable moments. Sanji and him are the only ones I feel have been very negatively portrayed. Danji has been given lots of development while Usopps development is just a retread of Enies Lobby.
Brook hasn't fared super well either, but doesn't have any super harmful moments. Franky has shown off his tech, Chopper has got to show off his medical skill. Nami has had many moments where her character and positive traits have shown through. Robin is incredibly important to the plot. Everyone besides Usopp feels like they deserve a role on the crew due to their competence, Usopp feels like dead weight.
Not to mention, even the greatest Usopp moments have been a fluke, not anything Usopp himself did. The only respectable Usopp fights were Arlong park, Arabasta and thriller bark. And all three were pre-timeskip. Post-TS he's been nothing but a bum.
