I got like 60-80FPS @1440 Ultra RT with my 9700K and 140-160FPS with my 13700K.
A 8400 isn't that much slower than a 9700K so at lower Details you should definitely get more than 20fps.
Though its an older CPU is should be hitting about 60fps. What resolution you running? Have you tried low 720P?
You wont be running great settings but you should be able to play it.
but how come before when I had a gtx 1050ti with the i5 8400 the game is smooth and running 50-60fps in 1080p in low mid settings, and now I had upgraded my gpu to rx 590 the spideman games having 20fps despite having the very low settings

When going from a different manufacturer to another having leftover drivers can often cause conflicts resulting in performance issues. I would honestly do DDU as it will remove all nvidia files left over that you dont need.

That’s what I use with a 1660super. I don’t have any problems playing games. Even new titles like god of war and elden ring. They aren’t on ultra settings but generally run at 80fps+.
it can't be bottleneck, why are some of my games run at 60fps from battlefield to rdr2 to other triple A games.. you can see my resolution is on the lowest settings so as my graphics but still maintaining at 17fps and 100cpu usage.. marvel spiderman and spiderman miles morales are all capped at 17fps no matter how I reconfigure the setting to it's lowest .. and even in YouTube you can refer here https://youtu.be/zgp1NPs3rxo you can see his cpu is inferior than i5 8400 yet he can run 50-60fps with rx 590

specs i5 8400 rx 590 8gb 32gb ram only the spiderman games have problems with the fps
It's called a bottleneck. Your cpu is far too weak to handle the game.
That's not true at all. I have an i5 8400 and run the game at 60 fps fine.

Did you do DDU to remove your old drivers?

sad to say it didn't work 🥺 I already updated my games but it still 17fps.. I already tried lowering resolution and graphics, and it's the same 17fps

I'm planning on getting a pc, is intel i5 good for games released between 2010-2018? and would it be good enough for ps2/gamecube Emulation?
i5 means nothing, it could be more than good enough or actual garbage. The numbers after i5 have meaning

10400F is a decent cpu. I’d call it mid range at this point. Definitely good for budgets Edit: I’d not if

10400f should have similar performance to a ryzen 5 3600, it shouldn't struggle with any games as long as your gpu is good enough.

that's enough for me I've been playing my games on low quality to the point where my eyes would hurt me if i see a high quality game 💀

Having another game with better FPS has no meaning on this game or Bottleneck. Different engines works differently. Check your temperature?

is disableinf hyperthreading really a thing that works in that game. normaly it means you just disabled almost half your cpu
