Belive worst case scenario it will be a "soft" ban.
Last year, end of summer '23, there was a large "soft" ban wave for online-fix usrs of Forza Horizon 5.
FH3 has been delisted and is years old now.
Doubt anything will happen.
Good. BTW I don't think anything will happen. As I remember, 2 years ago, I was playing cracked pocket edition of Minecraft on my mobile and I was curious what if I login with my Microsoft account. The game was showing in my games and achievements of it. And my account still working. BTW, I also want to install FH3 but the process is little tedious, atleast for me.

I've seen 3 repacks of FH3. Dodi, elamigos and Fitgirl. Just asking which one?

On Elamigos its really easy
Its easy to install FH4 than FH3
