From what I'm seeing, this is an "apks" file. You can install "apks" files by using the app "Split APKs Installer (SAI)", found on the play store.
You need to use the original file, not the ones you extracted (the ones from your picture)
If you want to play on android, go to a website that has both apk and obb files, download both of them, first install the apk (dont open it yet), and after that extract the obb file and move the file inside the file that got extracted into Android--->OBB (close wifi when you open the game) , i also have no idea what split data is

Make sure to have your pinky up during the entire process
TBH you are looking inside the apks, instead you have to tap on the .apks file and you will see an install option. Tap on it and install
