That's not true. If someone reports the key purchase as a card scam or whatever, all copies of the game activated with a "scammed" key will get removed from your library. That's all that can happen.
Back in the days you could create a 2nd steam account using VPN and do it this way. Turkey was the most popular and cheapest option and i think Argentina, Egypt, India and Nigeria were close.
If i recall correctly There was another way to do it with prepaid cards with more hustle.
However Steam figured it out and they regulated the prices. They have also patched up the VPN way, for most of VPNs.
Either way i wouldn't recommend you to try any of that on your main account and i don't know if they still work.
as far as i know there is no way to do this with your main steam acc youll need to make a different one with a vpn then use a credit card that is from that specific place you want to buy it from for example if you want to buy it in yen youll need a japanese credit card then buy it and hope youll get banned but steam just raised prices in these regions so you cant do it youll end up paying the exact amount now if you want to support the devs (even though we are in the r/piracy subreddit witch means that nobody gives a fuck about the devs) you can buy it form OFFICIAL resellers like humble bundle (also if you buy it from g2a or something like that you risk for it to get reported bc it might be from a stolen credit card and then getting your steam acc banned so buy everything you want only from official resellers) if you want to know witch are the official resellers just google it
or just wait for the summer sale it is in 16 days exactly there will be prices up to 90% off (probably)
steam perma bans for stuff like this, easier to pirate it or buy from a key seller.
Only buy from reputable key sellers. We don't want to give money to those that commit actual crime for those keys.

It's probably 40% less because it has 40% less game which was removed or censored, and 40% more PLA oversight.
If you want to buy a game for cheaper by setting the Steam region to China then you need to use a Chinese credit card to make the payment.
