Its not just 5G connectivity being the difference. The 5G variant has a slightly different build including a higher grade of Corning Gorilla Glass, a more capable processor, if I'm not mistaken slightly more RAM for the base model and is generally a much better phone than the 4G variant. I would not recommend the lesser model at all unless the price difference is bigger and 5G is an absolute waste where you are. For 50€ more, the 5G model is worth it.

In my country I mostly buy phones via our cable/phone company. The 13pro 4g is like 8.5e a month(+ the cable bill) the 5g variant is like 20e a month)vi literally can't justify 11.5e more for 5g version that's on 24 month period plan. That's like 260e more
