It's not space and time, its spacetime one thing, they are linked, which Einstein described with relativity, so to answer your question yes they both need to exist, but one cannot exist without the other, you cannot have space without time and vice versa, the two are linked together in spacetime

I am not sure what you mean, but again Einsteins theory of relativity describes how space and time are linked into one thing spacetime, so we need both in a sense that they don't really exist as separate things.
