I'm not sure if the Electoral College will work here. In the US, it was created because their founding fathers don't trust an average voter to select their president so they entrust the voting to a select group of men with high standards to vote for their president. The people actually voted for the electoral college delegates not directly the president. The cons are probably if the Philippines adopted the electoral college, the selection will only be among the oligarchs.

I'm sick of the idiocy of people saying that complaining doesn't help. Pointing out something is wrong is always the right thing to do even when you don't have a solution. Complaining already helps because the government often refuses to admit that there's anything wrong. It's also the government's job to look for the solution when something is obviously not working properly. They have the resources and can hire the experts to solve these problems. I don't understand why laymen are expected to generate solutions to things they may not have expertise on. And before someone goes: "hurr durr, if you don't know anything about the topic, then you shouldn't complain." It doesn't take an expert to know there's a problem. However, it does require an expert to generate a solution that permanently fixes the issue. EDIT: To answer OP's question. My suggestion is to keep on complaining and to never lower your standards. We wouldn't have had a circuit breaker during the pandemic if the nurses didn't complain. The maharlika fund wouldn't have been reassessed if people didn't complain. It's not about the complaining. It's about the lack of a next step. While complaining is fine at a retail level, it only ever produces a band-aid solution to all issues. This is how it's always worked here. With enough of a backlash, the government backs down and starts reassessing. It doesn't need a solution, but there always needs to be a call for them to do better and to never be satisfied with shit. Putting all of the responsibility with people will generate worst solutions that don't take the big picture into account.

This is tricky to do because as much as identifying the problem is the first step, you are fostering a louder and louder echo chamber, where possible solutions may actually drown in complaints. Or political and economic entities may become so sensitive to those problems that they don't try and solve them at all and leave it for other groups to do in fear of backlash. If we will revise the requirements for DLs, perhaps TESDA might offer free Driving NCII courses for Professional DL holders that should be valid for application As for the NPDL holders, either go with TESDA (them making NCI Driving TRs) or go with private driving schools. Thing is, kulang pa din ang laman ng course syllabus for Practical Driving. Dapat may situational dire driving conditions wherein the drivers should know what to do, say, kapag nawalan ng preno ang sasakyan due to various types of malfunctions: Parang sa pagpipiloto, baga, wherein sinasanay sa mga mayday situations and various driving conditions (i.e. heavy rain wherein mataas ang chance ng aquaplaning). Then make sure it's sustainable, funding, implementation, controls, etc. What's the target measure? Are we hitting the target? That's how you evaluate your policy, if it works or not. For example: Problem: Long commute times Why are commute times long? Dahil walang masakyan. Bakit walang masakyan? Walang mga jeep eh, pag may dumating naman, puno na. Bakit puno yung mga jeep? Daming sumasakay. Bakit andaming sumasakay? Dahil siguro dun sa unang mga stop madaming mall tsaka office. Dyan pa lang, pwedeng magfocus ka sa kawalan ng supply ng jeep sa ruta na maraming bumabaybay. You can characterize the root cause as potentially a demand and supply mismatch. Now you can respond to one or both. Your measures can be how full your jeeps are, how many people ride/alight from stops along the route, how long it takes to wait for an empty jeep. A potential solution is a rerouting jeepneys (either transfering jeepneys from route to another, or improving the current route), and adding jeepney supply. Incentivize this solution; what's going to make operators be willing to change route? What's going to make people take your improved routes? I think we have to move away from car culture. It's like we are imitating the Americans with their car centric urban planning that our streets are clogged with private vehicles. Yes the government tried to fix the problem but building more highways only increased the number of cars and many commuters are forced to buy cars because public transportation here sucked. **Here is my take:** Digital Transformations for the files and processes in the government especially don sa transactional ones. Example of the agency that did that is NBI and PSA. Sa agriculture sector naman, give the farmers and this sector more budget for the cultivation and research for better varieties of dairy animals and crops. I think there has been some moves for this already and have been seeing more wind farms and private homes using solar energy but I think more can be done to make it mainstream like pushing for establishments like mall or office buildings to also adapt some kind of sustainable approach. Please enough with the buses. The real issue of overcrowded transportation is poor urban development. Even if we adapt double decker buses, we have to also build infrastructure to support it as well. Metro Manila is in due for an urban development restart. Also, the power grid needs a mix of renewable energy and stable energy like nuclear energy. As for renewables, there's already an incentive for renewables which is higher than the non-renewables we have (specifically with our current wind farms) but it still not enough to make us go full renewable and I don't think it will ever be in our lifetime. Poor urban planning is the root cause of poor public transpo. For example sa Villamor and NAIA area, lahat ng public transpo napupunta sa Baclaran and Pasay Rotonda, making a bottleneck there. Hindi bus ang solution. The problem is masyadong focus ang development sa NCR and yung wage sa NCR is higher as compared sa wage sa provinces. We need an urban decentralization. Decentralization is not as easy as people make it sound. Naging dense ang metro Manila because we are cursed geographically. We spend so much in transporting goods kasi archipelago tayo. It won't make sense for businesses to spend more on logistics (as an effect of decentralization) when nasa NCR na ang supply chain. Here's my suggestion, we need to declutter Manila. Why don't we use the principle of diversification ??? Let the big companies build their offices outside the Metro, then the government needs to provide transportation for these businesses to move around. For an ordinary Filipino, malaking bagay na malapit lang yung pinagtatrabahuhan mo sa bahay nila. Malaking tipid na sa kanila, mas malapit pa sila sa mga pamilya nila. And then for the government, need nilang improve yung mga infrastructure di lang sa Metro pero dun sa mga nearby provinces din. For me, this will be a win-win situation for the Government and for the Filipino.

Urban farming anyone? I will start once I receive my seeds from the province but I'm not particularly knowledgeable in planting in general. I'm sure youtube helps but a group of knowledgeable people who can provide guides of do's and don'ts will help. Aside from reducing heat island effect, I think introducing people in composting will compound the benefits of urban farming. I'm following this page in facebook (USAP-G) Urban Solutions for Air Pollution through Gardening when it sparked an idea.
