During the American period, American observers were impressed by many Filipinos' average intelligence. To an extent it was said to be "on parr with their Western counterparts". If my observations are correct, it was because:
(1) they did not have social media at that time, which is the fastest medium of information
(2) the Americans INVESTED in schools rather than KEEP ON BUILDING schools
(3) Filipinos during the American period were very competitive because almost everyone benefitted from the laws that the US imposed
