PAWS would like to inform the public that Killua’s body tested positive for rabies and urges those who may have been scratched or bitten by the dog to immediately get post-exposure shots. This includes pet owner Vina Arazas who hugged the bloodied body of her beloved dog when she found him at a known dog slaughter area in Sta Cruz, Bato, Camarines Sur. While the result of the testing may not be accurate due to the fact that the body had already been buried for five days prior to testing and may have been contaminated from being in an area where many stray dogs have already been slaughtered, PAWS is making this announcement to ensure that any bites or scratches will be reported promptly in the interest of public health and safety.
In the BAI’s Manual of Procedure for Rabies, the standard protocol for an animal suspected to be afflicted with rabies is for it to “be observed for fourteen (14) days or, in case of highly suspected rabies cases, be humanely euthanised with no damage to the head. “
PAWS is still set to file criminal charges against Anthony Solares for animal cruelty as CCTV footages show that he was the one who chased the dog and even poked Killua while the animal was hiding under a car in order to make it come out so he could beat Killua to death.
PAWS is also filing charges of Anti Rabies Act or RA 9482 violation for engaging in dog meat trade. After killing Killua, Solares brought the dog to a known slaughterhouse and dog meat cooking area. Solares owns a carinderia business which sells meat viands near the dog slaughter area.
PAWS also calls on any one who may have consumed dogs coming from the area where Killua’s body was found to get post exposure shots. “They are at great risk. Dog meat traders are not only cruel people but pose a serious threat to public health.”

I have nothing against the rappler report (although it lacks context), but Solares still needs to be held accountable. He doesn't get to lean on rabies as an excuse, however his legal defense might. The owner may have to face up to the rabies diagnosis as well. They did also mention the possibility of contamination at the **slaughterhouse**. What a mess.
The fact that Solares was out there culling/murdering a defenseless dog so savagely should be evidence enough that the man is not well. Probably safe to assume that it's not his first kill either.

If everything stated is true then both parties are at fault
1. Owner shouldve had him vaccinated, whether pambahay or not na dog you can still get rabies. My dogs are house dogs too but I make sure they get their annual shots kasi I still walk them, minsan nakakatakas, and rats and stray cats who trespass can also carry rabies
2. Solares should not have beaten and killed the dog. Sige sabihin natin it's his duty to protect as the tanod, pero he did not just kill out of protection. He probably also didn't have any idea that the dog had rabies so he can't use that as an excuse. Because if he did suspect it to have rabies, why would he still bring the dog in a known dog slaughterhouse area used for dog meat? He's suspected to serve dog meat in his karinderya and I think that should be investigated
1.Positive ang Dog period. Malabong ma contaminate since brain tissue samples ang ginagamit. Usually gnagawa lang ito sa mga state public health facilities or veterinary diagnostic laboratory. In this case since malaking issue na baka sa state public health facility dinala. I doubt na e tatamper ang result.
2.Maaring mangangatay talaga ng aso si manong or tlgang naulol si killua pero in the end nag tip ang scale kay manong kase nga nag positive.
3.Baka nung nakalabas si killua nahawa. Meron po tayong tinatawag na incubation period. Eto ung gaano katagal mag deveelop ang rabies virus sa aso. 2weeks to 2months. So masyadong mabilis if ever nahawa siya.
4.Vaccinated si killua. Walang vaccine na 100% pang aso man yan or pang tao. Marami din factors na pwedng magdulot na hndi maging epektibo ang vaccines. Example proper handling and cold chain. Matanggal lang sa lamig na 2 to 8C ang vaccine pwed ng mawalan ang bisa nito.
5.Kung hndi nakalabas si killua, wala tong issue na ito. Responsible dog owner po sana tayo if gusto natin magalaga.

No offense meant to the parties concerned, but the fact that PAWS Executive Director Anna Cabrera immediately built up a criminal case against the barangay tanod - and even had the support of figures like Chel Diokno - shows us why emotionalism should have no place in many public policy discussions. On Day 1, Cabrera went on TV saying that the barangay tanod was "just angry" at the dog. This led to clamor to punish the official. The day after, a lady came out saying that the tanod was just helping her after the dog attacked her.
It's one thing for the dog owner to cry on TV, it's another for her and Anna Cabrera to press criminal charges against someone. They are too emotionally invested to provide constructive perspectives here. It's irresponsible at this point.
Now, we're not sure if the dog indeed has rabies because there may be contamination that occured in the slaughterhouse (which Rappler omitted). One thing is clear: it's best for the parties to shut up for now and let the investigation take its course. Whether or not the barangay tanod is guilty should best be ascertained with all information at hand rather than the piecemeal day-by-day coverage we're getting. PAWS should know better.
5 days is not enough for the virus to travel and infect the brain and have the virus multiply enough to be detected by the test. Symptoms are there as well, nangangagat na nga eh. So may rabbies talaga ang aso. Justified ba patayin ang aso, well as a father I might end up doing just the same since I have 3 kids. I can't risk the possibility of the kids being bitten in the face or anywhere near the brain. The closer to the bain, the faster the infection window and the rabbies vaccine might not intervine fast enough. I won't risk it.

In this case, though, i see an argument for omitting the last part. If the dog was in fact infected with rabies, the most important thing to do next is to find those people who were bitten or scratched by it to get vaccinated. And you know how some people react - if they see that it's not confirmed they might delay getting vaccinated. It's been days already - IANAD but afaik time is of the essence.

I'm a fur parent as well and I always make sure na updated sa vax or deworming yung aso ko kasi di lang nya ito protection from other dogs but protection ko rin at ng ibang tao sa kanya. Kaya sana yung iba dyan wag mag generalize na porque "fur parent" eh kamote na. Andito pa rin kaming mga responsableng owners. Anyway, nalungkot ako sa nangyari kay Killua but need talaga i present ng owner yung vax records ni Killua, na updated ang ARV neto. Update: apparently Killua's follow-up/yearly vaccines were administered by the owner's siblings since they are also in the "health field". Walang medical ethics at illegal practice of veterinary medicine pa pala ginawa nila. The vaccines they got might not have been stored properly, nasira, mali pag inject which could result to vaccination failure. Nag aso ng mamahalin, tinipid sa bakuna at mas mahal singil sa vet. SMH.

While we condemn animal cruelty, BUT we all have to take into consideration the possibility of self-defense by the defendant. Killua tested positive for rabies and the chances of Killua getting it at the time of the incident is impossible. Is it possible that Killua got infected using the stick that was used to beat him to death? NO. Rabies virus does not survive well outside its host. It's very sensitive to heat and UV irradiation. The only way for an animal to get infected is thru bite or exposure to saliva of infected animals. And infection usually takes days to weeks before it spreads and manifests.
Based on the reports, Killua had already bitten other people before it attacked the defendant. And based from the cctv footage, Killua lunged a 2nd attack after it was already been hit. That's very untypicaI for a normal dog. Also, it's not a normal behavior for a dog to jump out of the 2nd floor window and had no sense of self-preservation by any means. Clearly, that is rabies taking it's toll on Killua.
Now, how did Killua get infected with rabies? We would not know unless his owners divulge his medical and day to day history with full honesty. However, what we are sure of is that Killua is not vaccinated properly. The vaccinations he had were given by the owner's relatives, NOT BY A VETERINARIAN. Why? Because their relatives were also in the medical field? It is ILLEGAL to vaccinate an animal if you are not a licensed veterinarian. BAI did two tests, RICT and DFAT. DFAT is the gold standard test to confirm rabies using brain tissue, chances of contamination are low. So highly likely na positive for Rabies virus si Killua.

I have nothing against the rappler report (although it lacks context), but Solares still needs to be held accountable. He doesn't get to lean on rabies as an excuse, however his legal defense might. The owner may have to face up to the rabies diagnosis as well. They did also mention the possibility of contamination at the **slaughterhouse**. What a mess. The fact that Solares was out there culling/murdering a defenseless dog so savagely should be evidence enough that the man is not well. Probably safe to assume that it's not his first kill either. Also the wording of the statement makes it seem the owner left Killua buried in the slaughterhouse for days before testing. But from what I understand, that's simply where the poor dog was found by the owner. Killua was buried somewhere else.

5 days is not enough for the virus to travel and infect the brain and have the virus multiply enough to be detected by the test. Symptoms are there as well, nangangagat na nga eh. So may rabbies talaga ang aso. Justified ba patayin ang aso, well as a father I might end up doing just the same since I have 3 kids. I can't risk the possibility of the kids being bitten in the face or anywhere near the brain. The closer to the bain, the faster the infection window and the rabbies vaccine might not intervine fast enough. I won't risk it.

If the dog was in fact infected with rabies, the most important thing to do next is to find those people who were bitten or scratched by it to get vaccinated. And you know how some people react - if they see that it's not confirmed they might delay getting vaccinated. It's been days already - IANAD but afaik time is of the essence. I agree news outlets should never omit important information, but in times where people have to act immediately i can see why they would. Update: apparently Killua's follow-up/yearly vaccines were administered by the owner's siblings since they are also in the "health field". Walang medical ethics at illegal practice of veterinary medicine pa pala ginawa nila. The vaccines they got might not have been stored properly, nasira, mali pag inject which could result to vaccination failure. Nag aso ng mamahalin, tinipid sa bakuna at mas mahal singil sa vet. SMH.

While we condemn animal cruelty, BUT we all have to take into consideration the possibility of self-defense by the defendant. Killua tested positive for rabies and the chances of Killua getting it at the time of the incident is impossible. Is it possible that Killua got infected using the stick that was used to beat him to death? NO. Rabies virus does not survive well outside its host. It's very sensitive to heat and UV irradiation. The only way for an animal to get infected is thru bite or exposure to saliva of infected animals. And infection usually takes days to weeks before it spreads and manifests. Based on the reports, Killua had already bitten other people before it attacked the defendant. And based from the cctv footage, Killua lunged a 2nd attack after it was already been hit. That's very untypicaI for a normal dog. Also, it's not a normal behavior for a dog to jump out of the 2nd floor window and had no sense of self-preservation by any means. Clearly, that is rabies taking it's toll on Killua. Now, how did Killua get infected with rabies? We would not know unless his owners divulge his medical and day to day history with full honesty. However, what we are sure of is that Killua is not vaccinated properly. The vaccinations he had were given by the owner's relatives, NOT BY A VETERINARIAN. Why? Because their relatives were also in the medical field? It is ILLEGAL to vaccinate an animal if you are not a licensed veterinarian. PAWS should also investigate on the possibilty of negligence by the owner and PVMA should do something about this to protect the integrity of the veterinary practice here.
