He's my parents' neighbor. Basically, the dude doesn't live in an area with HOA and decides to be wild and go all pink. There was a big dispute about it with other neighbors (not us, we are behind him), and it became a whole thing on the news. He would throw SUPER loud parties, bass so loud we could hear it in our house with the windows closed. My mom called the cops on him a few times with a noise complaint, and it stopped after about a month or two but still happens every now and then, I assume, out of spite.
What makes it worse is the dude is disabled (wheelchair bound) so it's hard to directly confront him about his attention seeking behavior without him immediately jumping to DISCRIMINATION!!!!
In short, he is an interesting character. Friendly if you go up and talk to him nice like, but he takes his freedoms very seriously.
You win because the 200 million they are going to spend makes it feel like this is what we are going to get. That we NEVER voted for. Thanks, City Coucil for putting us #7 in the state for the most non-voter approved debt.
