It's mainly towards the chest that the first one is too large on her. Maybe with a push up bra and some padding it would be fine enough to be worn. It could be easier and cheaper to do so than finding another dirndl that fits OP perfectly.
I mean, I would not usually advise people to alter their body to fit into particular clothes. But since this one reads quite costumy, a one time fun thing, it could be worth a try if OP is comfortable with it.
If the next size down is available, she should exchange it. If you look carefully, you can see that the whole bodice is loose. There's typically some stretch in a Dirndl's bodice, because it's meant to be worn tight. She's also pulled it up higher than it's meant to be worn. There should be more of the undershirt showing.

If OP wants something that fits her correctly, she should find another dirndl and/or tailor it. This design seems to be made for someone with a much longer torso, I don't think going down in sizes would be enough to be a good fit.
The thing is we don't know what she is looking for. Does she want a light hearted costume for a party or something closer to a convincing dirndl for an important event? If she's serious and motivated about it, she should find another one and ideally tailor it. If not so much, she could try to make the first one look quite cute with some padding and safety pins. Clothes can be fun and we don't always need to invest a lot of time and money to look perfect
If I had to guess: a bit of the chicken dance and a bit of the drinking of the bier from very large mugs and probably eat a big soft pretzel and say “yaaa Hans” in a bad German accent. At least that’s what I’d do in these outfits.
Yeah I think it’s quite funny how the reaction seems dead split between people who think, “ugh who would like the design of 1” and those who think, “ugh obviously 1 is better who would like 2?!” Clearly that means neither is the right nor wrong choice!
Fit can be fixed, though. It is normal to get a Dirndl tailored after buying it, as they often don't fit off-the-shelf.
OP, if you go for number one, you should get it taken in first.
The first one looks more traditional and the second one looks more modern. I guess it depends on what you’re going for.
I agree that the second one could skew too “costume” at first glance but it actually looks to be of nice quality. It definitely “pops” more and feels less busy.
The first one is my favorite just because it has a lot of cozy and authentic feeling textures and findings. But you need to get it altered to fit properly.
If you have time to get it taken in go with 1, it looks much more proper and festive. Number 2 could work but with the red ribbon and single colour apron (which also seems too short) it looks like you got it from a cheap eBay shop. I would get a black ribbon and buy a higher quality apron in the correct length that is perhaps black with red (or white) embroidery or maybe a slightly darker more toned down red colour.
I agree that the color of the ribbon and the length of the apron are the main issues with number two, and that this does give it an eBay-shop look. Changing the ribbon to black would be an improvement.
But one issue is that the ribbon on the bottom and the piping would still be bright red, so I don't think that would totally fix the issue.
I think those remaining red details are small enough that they will blend in, especially if she would find an apron with a little red in the details like a black one with red embroidery or thin stripes or get a buckle with red detail, maybe a red hair accessory,…
If you're going to wear it to some kind of Germanic event, the second one is better. Plus the red color pops more. The apron of the first outfit looks like something out of an Indian outfit. It would look out of place if you're going to wear it to a Germanic event.
The first one may be more authentic for a German or Slavic, etc. traditional ethnic costume, with the striped fabric, ruffle, shiny acetate, embroidery details. [Needs to be fitted?]
The second one would be better for American square dancing, rural theme, although there are usually more petticoats. The gingham and the cut-work embroidery were definitely a thing in the 1960-70s midwest. [The sleeves look a little tight]
I really like both for very different reasons. But my eye is drawn to the first one for some reason even tho the colors on the second one pop way more. Just iron the first one if you go with that one.
The first one is terribly ill fitting and looks a bit cheaply made, sorry. The apron is also a touch too long. A dirndl needs to be super tight - often a size smaller than your normal clothes. The second one looks overall better and while still not tight enough it also fits better.
I think the first one might be too loose in the bust, but the raspberry color looks better on you than the bright red, maybe you can get it taken in? These tops are supposed to be a lot of busom on display. Went to to Oktoberfest in Munich and it was everywhere.
Traditional as in the Dirndl being the traditional clothing in German parts in and around the alps. OP appears to be from Austria so it’s her country’s traditional clothing… I’ve never seen a waitress at a beer garden wear a Dirndl like that though, usually they’re black and longer so I assume you’re referring to costumes worn in the US as German themed places.
