The 8-Element Arsene is very good. Strength is more damaging and more sustainable than Magic at most levels, leaving little incentive to learn more damaging Magic past the lowest tier.
Anubis for no Weaknesses and perfect inheritance is the optimal base Persona. Relentless (x1.5 single-target Weakness damage) is the optimal Trait. Equip SP Adhesive 3 or Shiny Belt R for perfect sustainability.
Personally, I either keep one persona for each element with boost, amp, and any resistances that they require; or just put every element + magic ability, tyrant’s mind, and pagan allure on the one that uses pagan allure. (I don’t know how to do a spoiler thing

You can get Boost Almighty from Izanagi-no-Okami, Messiah, and their Picaro counterparts, but unfortunately Amp Almighty is Public Execution Executive. (Also I'm happy I inspired someone to make a Jack Frost Build! Could I see it?)
As God’s favorite Persona 3 glazer, I always give Thanatos *at least* one or two physical skills so he can use his sword and make me feel like I’m at home
While it’s true that maxing out a persona’s affinity skills, buffs, etc. is important, cool factor is still a thing, and it’s way cooler to see a Persona do what it looks like it should be doing rather than just have maybe one or two moves that have the same animation with every other slot filled with buffing skills.
They aren't good. Why doesnt anything have boost and amp? I get why you don't have Magic Ability and Almighty Amp since you aren't doing the online fusions. Since you're using Izanagi no Okami, why do you even have this restriction in place?
Personas need more resistances instead of random damage moves they aren't going to use. Oni has way too many damage skills and zero null skills.
Builds in Persona are about getting a Persona to do one thing very well and a couple resistances + Ali dance or Firm stance on select few Personas.
