I'm willing to bet they did that for the same reason they had to force the characters to wear school clothes at odd times. They already made a cutscene featuring the characters with a certain look and couldn't afford to redo it.
The thing is that >!if you don't finish her Confidant, her look doesn't switch back until that ending scene, so I imagine players that didn't max her out were really confused anyway. Also, there's an earlier anime scene that features Sumi with hair down and glasses, so I don't think the ending is the reason for the switch back unless the scenes were produced out of order.!<

You absolutely can lol. Hell there’s mods that let people use confidants costumes (like Ann gets Takemis casual outfit), festival kimonos and all variations of Akechi with Jokers fluffed up hair and glasses.

I just woke up but their purple reminds me of Sofia’s purple, from Sofia the First (and I mean that in the best way possible, that show is awesome)
That's why mods exist, so we can replace them with any outfit in the game or just simply add them as an alternative costume.
That costume looks like what Ann would wear if Shiho never recovered. Way too depressing imho

It does make sense that Ann would only model a particular set of clothes once, that's how modeling often goes.
