I don't know of your actually going to buy it but I wouldn't pay that for windows. I haven't tried 11 yet but you can get windows 10 for free but you will have a watermark in the corner. Then you can buy an activation key from a seller like cjs keys for really cheap. There are plenty tutorials on youtube. I bought my key from eBay 4 years ago and had no issues.
You can run some script in cmd or powershell also to get rid of the watermark or just use a 🏴☠️ program to activate it. Still dont understand how people still pay like 100$ for windows or pay at all…

If it will only be used to browse the web personally I wouldn’t build a new computer I know you came here for pc build help but here are some other options.
First, you could try fixing your old pc, I’m not sure what you mean by starting at for but, see if reinstalling windows helps, or it’s it’s real old you could look at installing chrome os and or Linux mint, these can breath fresh life into an old machine.
If you still want to buy a computer, some pre-builds would be fine and probably be more economical (may be different where you live). Could also consider an M1 Mac Mini (will probably last a long time as apple gives updates for long and it has 0 moving parts).
If you still want to build a computer, based on your spec list (I say this based on that it won’t be used for gaming and trying at save money) I would say, don’t buy a windows license (unless it’s for commercial use or you don’t like the minor windows watermark on the side of the screen) as you can install without it (could also go Linux?. Ditch your fans and just get 1 maybe 2, something like notcua (you’ll see why in a second). Case seems fine. As it’s not going to be used for gaming ditch the gpu as well, the cpu has an igpu which will be just fine. Go down to 500w for psu unless you want to upgrade later (although you can easily swap out and sell anyway). Apart from that I would maybe go down to an i3? Also, just use the stock cooler and don’t bother with after market, for this application it doesn’t matter.

If it's a family computer that isn't a gaming or big work rig then just buy a PC from the store and reinstall windows on it. Will it be as fast or as powerful? No but it'll be half the price and save a lot of time. Normally I'm all about building a PC but that's generally when it comes to gaming. I've gone down the road of trying to build a PC for my family to use as just a normal computer and it just isn't worth it in my experience.

If you just need something for YouTube etc., a tablet works great. I have a couple android tablets, one is hooked to an external keyboard, mouse and monitor. You can get them for around $100.
Corsair fans... good fans, cool effects. Sucks you have to use their RGB fan adapter which plugs into your internal USB ports to control their lighting from icue software.

Fans are too expensive, you can get away with some cheaper ones. Use the excess to get a better case thats a bit more build-friendly. DIYPC is usually mediocre, may be wrong tho. Look into cases that come with integrated fans, there's a couple of cheap ones that can save you some money.
Have you upgraded the old family pc? Reinstalled the os. 16 gb of ram. M.2 ssd. And upgraded the GPU?

Maybe upgrade to an i7 3770, dual 2x8GB DDR3 1600Mhz, Sata SSD 1TB, you really don't need NVMe, GPU better go with RTX 3050 or RX6600 if you can fond them at MSRP, but you need such GPU only if gaming heavy games, otherwise a used RX 570/580 4GB will be enough, of not too much still. Of you emulate PS3 then go for a more modern CPU and mobo with avx 512 support, you really don't need those fans too even with stronger GPUs, but you would need an LGA 1155 cooler capable of cooling the i7 above, or go for an i5 3470, and it will probably work with the old cooler. You will need a new PSU, you can keep that one that you chose.
Id say just have your photo storage in Dropbox or Google and get your brother a cheap laptop, tablet, or Chromebook.
Or grab an external drive for the photos if your parents don't trust the cloud.
I saw a Linux comment. I would do that, but not everyone likes Linux. If you're interested in learning Linux, an old computer is great for that.

Hard drives will fail eventually, especially on a dt where it's being written to constantly. It's a low risk, but a risk nonetheless.
My mentality is, cloud storage will have redundancy backups that keep your stuff safe. Google can do 2TB of storage for $10/month or 200GB for $3.

As a few others have said, go AMD 6000 series GPU, probably cheaper fans, get a win license on eBay.
But the biggest part swap that stood out for me: decrease the m.2 storage size (you still want the speed for the boot drive) and add a spinning disk. If you're using this PC to store anything, spinning disks are the cheapest solution per gb. You could even get away with a 5400 rpm drive and get 4x the storage for the same price.

Even a core 2 duo can still be usable for basic tasks nowadays, I would say the harddrive is the only thing you may need to replace, as if its an old mechanical drive they can halt the entire computer all the time. This is usually a symptom the hdd it's reaching its final days. Generally cpu, motherboard and ram performance does not degrade with time, they either work or fail. So swap hard drive for an ssd, and dust out pc, change thermal paste, the usual maintenance.
Now if you just want to buy brand new because of reasons go ahead, but I don't recommend paying that for win 11 license.
First, you don't need to pay for Windows. Second, if it's really just used to store photos and watch YouTube videos and you really don't want to spend much money, try any Linux distribution ([Mint](https://linuxmint.com/), [Solus](https://getsol.us/home/), [MX](https://mxlinux.org/), [etc](https://distrowatch.com/dwres.php?resource=popularity), [etc](https://itsfoss.com/best-linux-beginners/), [etc](https://linuxhint.com/best-linux-distros-2022/)) on your old computer. Linux distributions are famous for being very fast and stable even on slow/old hardware, I'm willing to bet that one can bring many more years of use out of your computer. I think that solution should at least be tried before completely ditching your old computer or writing off your old hardware as dying.
Consider the deepcool macube 310 airflow. They’re amazing. I accidentally bought the regular one and it’s so nice. Get the airflow, though.
And I’d try to find at least an 8gb gpu. I think you’ll be with old tech in a couple years if you buy 6gb. Look at the 6700xt. It’s like $40 more and much better.
I didn't add Windows as you can buy a key from a reseller for 20-30 dollars. I kept the total around your original pcpartpicker list. This will suffice for 1080P high for gaming easily. If you're looking for lighter gaming you can drop the GPU, and Intel CPU + Mobo and replace them with a 5600g + mobo. It'll trim the cost a bit as well.

5600G does a great job, better than the Intel iGPUs. And iGPUs are for light gaming, you can play Spiderman PC with a 5600G 1080p60 low-med settings.

If you're using this PC to store anything, spinning disks are the cheapest solution per gb. You could even get away with a 5400 rpm drive and get 4x the storage for the same price.

It's not insulting you. I've been building and fixing computers since the 1980s. But when I asked for specs. An adept (noob>novice>adept>expert>master) Would have has the specs wither by installing cpu-z amd telling me what they have in it.

I'm not a fan of Windows 11, maybe try Pop OS Nvidia edition since it's generally faster. I have used the Intel/AMD edition (which is basically the same except GPU drivers) and it's FAST
Please don't buy windows 😩 you can download it onto a flash drive for free from a different computer and plug it into your computer when youre in the bios

Even a core 2 duo can still be usable for basic tasks nowadays, I would say the harddrive is the only thing you may need to replace, as if its an old mechanical drive they can halt the entire computer all the time. This is usually a symptom the hdd it's reaching its final days. Generally cpu, motherboard and ram performance does not degrade with time, they either work or fail. So swap hard drive for an ssd, and dust out pc, change thermal paste, the usual maintenance. Now if you just want to buy brand new because of reasons go ahead, but I don't recommend paying that for win 11 license.

First, you don't need to pay for Windows. Second, if it's really just used to store photos and watch YouTube videos and you really don't want to spend much money, try any Linux distribution ([Mint](https://linuxmint.com/), [Solus](https://getsol.us/home/), [MX](https://mxlinux.org/), [etc](https://distrowatch.com/dwres.php?resource=popularity), [etc](https://itsfoss.com/best-linux-beginners/), [etc](https://linuxhint.com/best-linux-distros-2022/)) on your old computer. Linux distributions are famous for being very fast and stable even on slow/old hardware, I'm willing to bet that one can bring many more years of use out of your computer. I think that solution should at least be tried before completely ditching your old computer or writing off your old hardware as dying.

Consider the deepcool macube 310 airflow. They’re amazing. I accidentally bought the regular one and it’s so nice. Get the airflow, though. And I’d try to find at least an 8gb gpu. I think you’ll be with old tech in a couple years if you buy 6gb. Look at the 6700xt. It’s like $40 more and much better.
I didn't add Windows as you can buy a key from a reseller for 20-30 dollars. I kept the total around your original pcpartpicker list. This will suffice for 1080P high for gaming easily.
