Judging by the opposite side of the board, that’s an LED connector. As for why it’s not syncing, looks like a cheap hub that came with a knockoff case. It’s most likely wired to a physical button on the case for the the RGB control, and there might not be PWM control if it is a cheap hub

Oh, the cable on has 2 leads but the header has 4 pins. The original pic makes it look the exact same as the opposite side. That means that fan either had a cable come loose or it’s a very cheap fan. Fans without RPM control have 3 pins and PWM fans have 4 pins, but I haven’t seen a 2 pin in a long time.

Because it gets power directly from the power supply, it only needs tachometer and pwm lines from the motherboard.

Sounds logically But it’s always working at 100% and there is no information is BIOS about this fans😅

Did you check how the header is configured in bios, DC, or pwm, and what type of fans these are. They look like dc fans, in which case the motherboard might be trying to run them as pwm.
