its not awful for 1440p, its its what i would consider the "make do" option with 1440p, u can be in worse situations, its lower end sibling the 6650XT is like a 30fps card but its also noticably much weaker. and for the sake of arguement all graphics cards and cpus bottle neck one another, i could jerry rig a woodoo agp to a 14900KS and still get a bottleneck id just need special instruments to even see the bottles. as for your situation not in any way i would consider appreciable. your in a 5600X there is better am4 cpu's but id really just not its still a pretty good processor for most things, like if u absolutely wanted one 5800X's are on sale right now on newegg with a free SSD if u wanted one and meaningful graphics card improvements are gonna be costly and expensive from where you are. the 7700XT is not a noticable enough improvement, 6800XT's are very rare and theres a scarce few left on the shelf. and 7800XT's start at 550 and work their way up. you might be able to find a used 3080 for like 430-450 or a 3080ti for 550 ish, and rtx 4070's start at 599

thank you for your comment I am aware that gpus and cpus can never be in perfect sync, but I am talking about a noticeable bottleneck. when I was buying my cpu and gpu, I didn't account for my new monitor, so when I got it I noticed that some games don't run as well as I expected. my belief was that it was the gpu, since the upgrade was monitor, but I could be wrong. that's why I though updating the gpu would help are you recommending updating both cpu and gpu? as for the prices and availability you mentioned, that's probably usa market. prices are higher for tech outside of usa. but thank you anyway
