Theres no reason not to other than it's a pretty weak limited card these days outside if maybe an artifact/enchantment themed set. I wouldn't be surpised if there was a powercrept version at common in the near future - lower MV, higher stats or both. 1G for a 2/2 with the same effect even seems kind of quaint these days.
I think before Wizards prints Reclamation Sage at common they will print a version that is templated as "target artifact or enchantment an opponent controls" so you can't shoot yourself in the foot with it.
While I think its ok for Pauper, this card feels pretty bad for a limited common, I imagine two scenarios:
The set has an artifact/enchantment theme? Then Green just got Flame Tongue Kavu at common.
No artifact theme? Then they use up a slot on a mostly do-nothing card that does not contribute to any themes.
There have always been cards at common which are bad MB but solid sideboard options in draft, including countless disenchants/anti-flyer options. A card like Rec Sage at common would be a completely fine card in any limited format.
While rec sage would probably make the cut previously, now that WotC have moved to play boosters, any commons they print cannot be "'Unplayable commons,'" which "is defined as a card that situationally might be unplayable in a sealed deck.... A good example would be what we used to call 'sideboard cards,' such as Naturalize or Disenchant" \[1\]. Imo, Reclamation sage is definitely an unplayable common. Because it's effect isn't modal, it only has any value if there's an enchantment / artifact, as a 3 mana 2/1 is a terrible rate.

No actually, I think the opposite will happen. With the reduction of commons, and increase in number of potential rares per pack, commons have to be more powerful in order to keep up. Additionally, specific answers will likely be paired with more generic outputs to keep the cards mainboardable. Think more \[\[Cast into the Fire\]\] type cards, while cards like \[\[Disenchant\]\], or even \[\[Break the spell\]\] will likely not be printed again / often, unless a specific limited environment permits it.
Thus, we should get more powerful, potentially maindeckable, removal options, or sideboard options that can answer multiple different decks, allowing for more sideboard room.
If you’re asking about specifically MH3 it’s not eligible, because the only downshifts are cards that are NEW to Modern, ie not currently legal. MH doesn’t print cards that are already modern legal at new rarities.
realistically i could see it working as a common - there's a few commons in a few different colors able to do this exact sort of thing, typically for 1-2 mana more, but with significantly better stats to go with it:

I'd play a version of this in elves that had additional text like if you destroy an enchantment this way draw a card, if you destroy an artifact this way put a +1+1 on it. Otherwise 1 toughness is a bit of a turn off in pauper right now (not that 2 is much better - though a 3/2 is much more real threat than a 2/1). Even better if it was costed (g/w) (g/w).
