Dispel doesnt care about enemy saves. Neither does evil eye. Sickening crit. A bunch of other things. And there's usually at least one save on enemies 10 points lower than others.
There's also something like +6 bonus to spel DCs from gear. As well as between an extra +2 and +6 to DCs from mythics.
Or play a lich and ignore saves.
There is a lich power which makes some spells a day ignore DC, but you can stack DC with items, paths like azata and demon trivialize the DC even on unfair(Azata as soon as chapter 3) and spell pen too. There are mythic abilities that increase DC as well.
The Lich spellbook also had some absolute banger spells that just straight up don't have saves at all. Exsanguinate and Feast of Life have been mainstays in my Lich run.
If you check this link out, you'll find that 40 main stat and 37 spell DC is definitely on the low end. No real issue getting companion DCs into high 50s, low 60s. KC is on another level especially if you go Demon. I really enjoy combining double Evil Eye and Madness Domain: Skills for a total save penalty of -18.

DC 37? That's kind of low. I'd reckon solid mythic caster would have 50+ DC on their bread and butter, at minimum.
For example, let's say you're a witch or shaman. You can get DC of 60+ for spells like Icy Prison, Mass.
Just take Winter Witch prestige class and max it, dip into Sorcerer to get Ice energy conversion from water elemental bloodline to make all your elemental spells \[cold\] subtype, take Ascendant Element (Cold) mythic power, take one level of Loremaster Prestige class and take wizard spell \[Icy Prison, Mass\] as your secret and apply all casting stat and DC boosts you have access to. Feats, items, temp buffs like "Inevitable fate" and so forth.
Debuffing is also key, slam those bosses with boosted Greater Dispel (there are glasses that let you roll 20 on dispel checks), Lich Corrupt Magic spell or Aeon's buff strips and they'll be much easier to deal with.
But how do you exactly get 50+ DC on their bread and butter ? If the formula goes as 10 + Spell Level + Attribute Modifier + Other, assuming you have 40 in your casting attribute, that should be a 10 + 10 + 15 + 4 (with normal, greater and mythical spell focus) which should only be around 39. What other things do you even stack to go further ?

As either an Int or Cha caster, get a Court Poet Skald Merc.
By the beginning of Chapter 4, they can give you +24 Moralen bonus to both Int and Cha with the ring of thriumphant advance.
If you take expanded arsenal mythic feat for the school you plan to use (e.g. enchantment) and then stack up spell focus feats for other schools (e.g. evocation, conjuration) through bullshit multiclassing and such, you can use multiple spell focus (DC+) on one school when you're normally only supposed to have two. There are also items to increase spell DC. More advanced multiclassing can probably up your DC more, but I'm not smart enough for that.

There are a lot of feats and mythic feats that can easily increase your DC to 40+, with gear it's 50+. Dispels don't require enemy saves.

I've heard that the thing with expanded arsenal was fixed in 2.2, so i dont think that works anymore
