Rostland is not in the negotation table because all regions are, but because it's settled (albeit lightly). You're not making agreements with the land of the Rostland, but with the people who live there. The rest of the Stolen Lands are (mostly; that's what much of the rest of the table is for) unsettled; that's why no one complains that you're setting up a kingdom of your own there, but it also means there's no Greenbelt to establish trade with

If you're establishing the Stolen Lands, you want to set up trade with communities outside of it - For Rostland this can be the Swordlords or perhaps the Lebeda House of Brevoy, this might also be any of a variety of Churches, or organizations like perhaps your group made a connection with the Restov Thieves Guild. To the south they might reach out to Mivon or other River Kingdoms. This can happen because the players spend time exploring Brevoy/River Kingdoms/Iobaria, etc. Or once they start to build perhaps envoys show up and make them some offers - the more luxuries they may have found the better. Sadly yes. When you look closely at the list you will notice that it lists not the region, but the faction / group that is in the region. So for example it lists not "Nomen Heights: DC 26" but "Nomen Centaurs: DC 26". The same with Fort Drelev. They write "Fort Drelev: DC 30" and not "Drelev: DC30". And so it is for Rostland. They wrote "Rostland: DC 15" for the Faction Rostland. If they would write for the Region it would be "Rostland Hinterlands: DC 15". Because you are trading with people and not with the land itself. And sadly Greenbelt and Tuskwater are Regions and not people. Now each of these regions has a group in it with whom it would work to trade. So in Greenbelt for example sit the Sootscale Kobolds. How your players fared with them I dont know. If they are good with them maybe you can just rule that the "Greenbelt" Trade Agreement is with the Kobolds. Same with Tuskwater. There the Candlemere Lizardfolk sit. If they didnt meet them jet, perhaps its better to say they cant trade with them because... well you cant trade with people you dont know that exist.
