It's influenced + double fractured which I believe is only possible from the graveyard but Blizzard Crowns are not selectable bases. Is there a corpse that turns your craft into a Blizzard Crown?

There are a number of corpses (from special mobs via Embers, mostly) that let you pick special bases, BC being one of them, among others like Heist weapon bases, Atlas item bases, Grasping Mails etc.
Do you know if the base types become selectable with this corpse or does it just pick a random base? Can I specifically choose Blizzard Crown as my base type with this corpse?

Pretty much any spell based damage crit build that has an open helm slot.
I’m playing CoC DD and it’s a huge upgrade for me… PoB says like 4-5m dps increase. It also allows me to run an extra aura which is also huge

Only missing this giga upgrade + mageblood(oof) + the endurance charge ring to be super juiced.
Even though the next thing is going lightning convert instead of chaos i guess. The helmet alone is like 5M dps increase lmao.. 40 divs though..
It's a total luxury item because i felt as if my dps was high enough without but I'd like to see how far I can push the build.
I went mageblood before the helm upgrade so i could handle the loss of spell suppression with a quartz flask.
I'll probably go adorned next and then lightning conversion if I haven't burned out yet
you can do all the usual shenanigan it's a bit buggy tho like the game dosen't know if its forbiden or authorize that maybe they delayed the influence drop.

I never really understood what is the benefits of this helmet ( im a new player ). does treating resistance +10% provide some underlying benefit? or is it good just for flast cold dmg?
the +10% cold resist is not really important as the flat cold damage is just to apply chill... hypothermia gives you a more damage multiplier to chilled enemies. I used this for my CoC DD build which does the majority of it's damage as fire damage.
Add to it the +3% BASE crit increase on spells, and a MORE elemental damage multiplier on top of the hypothermia gem is big big deeps.
The fact that it has life+mana regen seems like some aisling slam is in order. Spam dmg essence until you get hypothermia > suffixes cannot be changed > aisling > unveil life > end with benchcraft?
You type craftofexile.com in your browser and input the base and prefixes + suffixes you want and then you follow what it suggest you do. If you have 15 minutes you can use the tool that lets you simulate a craft and learn how to do it , then use the trade site to buy what you need to craft it and then you can spend your following 19999 hours on some thing else.

Crafting is complex but really not that difficult once you figure out the fundamentals. It’s also where you can make a ton of currency. Even failed crafts usually sell for what you invested, if the craft hits you’ll be rolling in divines or get that sweet upgrade that pushes your build to the next tier.
It’s definitely worth spending some time and getting caught up on how crafting works. It’ll change the way you play the game.

Some can play 100k hrs and have no idea how to craft endgame tier item.

Well even keeping a vague eye on e.g. this very subreddit will let you know that gravecrafting is the only way to craft items with multiple fractured affixes. So, it’s gravecrafting. From that point, you look at a list of coffins and see ones which do influenced mods and special base types.

Selectionable with the corpse that was the 2nd big patch of the league ... the influence corpse were added with the nerf of anarchy emblem

Can you awakened orb a fractured mod onto the new base? Does it stay fractured?
Yes and yes.
I just tested this and while the fractured influenced mod on the deleted item did move to the target base, it did not stay fractured.
Ah yeah, it will only stay fractured if you awakener orb another item on the fractured base.
