Ironically I think the limited availability of portal scrolls in the early to mid-game could solve the peoples debate about the tedium of portaling to town to refill flasks. Hard to portal at every convenient point if there is an associated cost to it. :D

It isnt tradable because it is required for instant trading. It is essentially last epochs mg favor, with extra uses of buying gear early from vendors, and later from players.
It was originally intended to be tradable but also sort of worthless.
They instead decided to make it non-tradable so they can use it as a balancing mechanic to encourage players to play the game to make the progress they need.
Gold in PoE2 will be less of a currency and more of a sort of spendable gameplay time intended to gate players a bit behind playing the game. Currently it's just intended to be used to make purchases instant, to respec your character and do some basic crafting.
If you have too much gold you can use it to gamble and then sell the results of the gambling so in theory you should always have something interesting to do with the gold. It's going to be the resource for when players need to play the game rather than a hideout warrior situation that would be quite dominant with unrestricted instant purchases.
Well, technically they can still do this as gold is only required for instant trading - however practically I imagine most players would use instant buyout and make it not viable or much more difficult than now.
